Extradition requests involving foreign nationals located in Turkey are governed by Law No. 6706 on International Judicial Cooperation in Criminal Matters and bilateral treaties.
1. Statutory Bars to Extradition
- Political Offenses: Extradition is denied if the offense is political or military in nature.
- Human Rights Risks: Extradition is strictly barred if the requested person faces risk of torture, inhuman treatment, or unfair trial.
- Non-Extradition of Turkish Citizens: Turkish nationals are not extradited to foreign states, subject to treaty exceptions.
